POSTAL SERVICES TO THE USA - NEW RULES
If you sell films to collectors in the USA, you should be aware that Australia Post
has suspended all postal services of parcels into the USA until further notice.
As a result of the recently introduced US Executive Order 14324 by the Trump
administration, Australia Post has temporarily suspended postal services to the
United States until further notice. (Letters are not effected).
The new US Customs and Border Protection (CBP) requirements are for duties
and taxes to be prepaid on all shipments prior to their arrival in the US. The key
changes are as follows:
1. Suspension of the US $800 threshold exemption.
2. New mandatory customs declaration requirements.
3. Duties for imported goods to be collected prior to goods entering the US.
What this means for Australians sending films to the US:
The Australia Post notice sent to all Aust Post account holders, advises
businesses to set up an account with the US appointed company, Zonos who
will collect the duty/tariff prior to posting. What the arrangements for individuals
will be is unclear at present.
As I see it, it will be necessary to get a quote for the duty payable, then quote
the buyer for the total amount - film, postage and duty.
To further complicate the matter, the rules state the Country of Origin must be
stated – this refers to the country of manufacture of the goods. What of a film
print produced in the USA? Would that be exempt?
